1. If I put a minor leaguer on the expanded roster, but not the active one, does he get a ML contract? How about if he is just there for spring training.

2. What happens if I am over budget salary wise... and can't get under... what happens.

Sort of, the important part is he will be payed the same as the rest of your minor league players.

Nothing if you have the cash to cover the expenses above budget. If you do not then you will have less-no money for free agents and/or contract extensions.
