potential and using them too fast

so i signed an international player at the age of 16. He had full potential, but i used him too fast and he is now only a two potential player. Is this normal for them to lose there full potential if you put them in the majors too fast?

If their current ratings weren't up for it, so they performed poorly, that can cause them to lose potential. But, he was only 16, and your scout (if enabled) could have just been wrong.

When was the last time you saw a 16 year old in MLB? There is no "normal" when it comes to player development but the answer must be obvious to you.

Yes, the game is programmed to take into account these kinds of things. See here for more details.
