Finances are off yet it shows I made an offer to players

I know I can simply withdraw my offer (and I will) but should this even be showing up?

I have finances off and I never made an offer anyway. I am running a college league that feeds to the majors. The majors have full minors but there aren't minors in my league.
Is it because they are international FA's? Should that even matter since I never made an offer anyway?

All I can think is that there's something in the manager options that is letting the AI make offers to international FA's in your league.
