Bullpen Usage Issue

Have a guy in my bullpen who is a one star MR, but he's pitching well in his limited use. I wanted to give him more innings so I clicked on his usage options and changed it to "use more often". It's been over a month, and he still has only 10.1 IP. he hasn't pitched at all in over a month (See screen shot below).

The usage selection drop down does not seem to be working in his case. Any idea why / or has anyone else experienced this issue?
