International Amateur Free Agents in Historical Leagues

After giving up on my current MLB game due to a draft order bug, I just started a league in 1999. I just got to my first International Free Agent period and the financial rules appear to be the same in this league as they were as in 2013+ league. Still a 3m soft cap, and players are asking for the same amounts as they were doing in 2017. Actually, in 1999, the top 6 players are asking for 5.5, 4.4, 4.4, 3.8, 3.6, 2.8, and 2.6. In my MLB game, I think I only ever had a SINGLE player ask for over 3m. Even worst, none of these guys deserve those kind of signing bonuses. In comish mode, I went in and looked at their stats, and these goes certainly aren't deserving of these kind of bonuses either.
