On the team options page, the one where you set the colors and uni's, etc.

You create it on the team's Setup\Manage team colors, logos and textures screen and it's saved in your saved games news\html\images\team_pictures folder.

Are the team pictures frozen or do they change uniforms as time goes by like on the champions page?

Don't know if this is a bug or not but, after you generate team picture your facegen pictures will be out, more jersey.
