Finish season before Import

I've been reading alot on here how guys are trying to finish their current seasons in OOTP 13 before importing to 14, is this what has to be done? I don't remember about previous versions, I've been running the same fictional universe since OOTP 11 and just want some clarification, sorry if this has been addressed but I couldn't find any hard evidence to support or deny.

No, you can import an OOTP 13 league at any point into OOTP 14 if you want.

Most people, including myself just like to import in the offseason, right after the world series.
