1. Fragmentation
This isn't really an issue at this point. Unlike iOS, android is designed to adapt to different hardware and is very well implemented at this point. If you know anything about web coding, think of iOS as being done strictly with HTML and android using CSS. Fragmentation of android only remains an issue at the level of device updates.

2. Small Budget
Probably a significant issue. I bet there will be an android version eventually, however since they're currently supporting the launch of FHM, it's probably a sound business decision to focus on one new product at a time.

3. Piracy
It's a concern, but a diminishing one. The costs of developing for android haven't gone up, but over the past couple of years the userbase has skyrocketed so quickly that the risk is much lower and the upside much greater.

4. Staffing
It's been stated that none of the current programmers have the experience to write for android. Unless that has changed with the hire of the new FHM staff, it's going to take quite the commitment (see #2) to get an android version out. Even if one of the new bodies is capable of programming it, they're likely allocated to FHM for quite a while moving forward.

I do understand android development as I actually do android development. But those are the main reasons in the way and theres no denying it.
