High School Feeder League - Player Birthplaces

This probably isn't possible, but I wanted to make sure before I decide on how to proceed.

I'm setting up a provincial fictional baseball universe. I have the "majors" pretty much sorted out, but I've been toying around with the idea of having a high school league as a feeder league. Is there a way to limit the place of birth for the created players to just be of the city/town where the high school team is located?

If there isn't, is there a workaround other than editing players manually each year.

In theory, regions could narrow it down to state, but they tend to be glitchy with feeders.
