How is RA/9 calculated

I don't have any experience with this stat. When I try to work it manually as 9*(R/IP) I never get the answer shown on the stats in the game... I do include unearned runs.... What am I going wrong?

Run Average => runs allowed, earned or otherwise, divided by innings pitched, times 9.

Then I wonder oh the game calculates this stat incorrectly. Because I see really high values.... in the 12-15 RA/9 stat.
