Web page templates

Are there any web page templates that are commonly used as a splash page to a league? In addition to linking the BNN Page, it would link to Statslab, the League forum and have homemade articles about the players and owners. Or do people just make web pages from scratch the way other pages are made?

I would guess that most league websites use a content management system such as Joomla or WordPress.
