Powerpoll question

I want to add a powerpoll section to my league and I was wondering if someone could tell me the forumla that espn uses to get there Baseball Powerpolls I looked on the website but I couldn't find the info I need.

Baseball weekly and the sporting news are the only ones who give you any indication at thier formula. Kinda best just to expand on thiers or make a formula up.
