Getting Promoted as Manager in Minors

Hi all,

Am I more likely to get promoted as a manager in the minors if I win lots of games or if I develop prospects?

They don't necessarily go hand-in-hand, though, if you have to choose between starting a prospect with good potential and bad ratings versus someone with decent current ratings but who is destined to be a career minor leaguer.
