Who scouts the scouts?

We have the scout ratings, but where do those scout ratings come from? For that matter, where do the coach and manager ratings come from? Who scouts the coaches and managers? In terms of a self-contained universe, everything makes sense to me except this. Is this the deus ex machina of OOTP?
