Advancing the game - scouting

Okay so I've played this game and previous games for a long time and the one thing that has always bugged me is the international scouting. On OOTP 12, my scout found a good amount of players. But in 13 he will find one every two years.

Can we not have a July 2nd international class that teams can bid on? Sort of like the draft with top potential players and others who may look not so great, but can develop playing in to how much you spend on international scouting...but its also like a free agent class where teams bid and the player responds. That's what today's MLB is about and extremely talented players are signed every year, not the really bad players my scout finds with a 6+mil international budget.

Also, in free agency, players always just go to the highest bidder, which in a lot of cases is true, but if the Astros offered pujols 35 million a year he still wouldn't go there in real life. So I think player should have wish lists and your team may have no shot.

My scout (legendary in international scouting) has found some really good international prospects in a 2-year-old universe. I have a SP who could end up as a Brandon Webb type, and a 3B who could end up a solid regular. Those are the ones I remember off-hand; he's found a few other solid ones that I don't remember specifics on. I also don't remember my international budget. The random number generator just isn't liking you right now in that regard, I think.

I don't think your idea is a bad one, though. It does seem like every year there is at least one teenage international phenom that teams bid on, and I agree it would make a great addition to the game. I'm not sure how the mechanics would work though.

I always hire the best scouts and max out my scouting budgets, yet my scout literally only finds one player every two years. Is there away to increase the number of players created per year?

Or anyone more advanced, can I create another feeder league where at the age of 16 they are free agents? Just a shot in the dark
