Simulating "Cuban Defectors"

I have a standalone Cuban league in which I do not allow any players to leave via free agency and that has no financials. I would like to move a few players a year from this league into my MLB league's free agent group to simulate defection. So, I go into the players' editor and put him in MLB as a free agent, but those players always just sign right back up with a Cuban team the next day. Anybody know of a better way to do this or have any suggestions as to why it isn't working?

Set the Cuban league to "no foreigners" and when you want a player to defect from it use the editor to change his nationality to American and move him to the MLB free agent pool. That should work.
