When To Promote Minor League players to next level?

I usually play the MLB quick start or a fictional MLB type set-up. I like to handle the promoting of minor leagues myself. I was wondering what metrics others use when setting deciding where to send players.

Such factors as age, professional service time, where the player was drafted from (College or High School), or signed as an international free agent, and prospect rankings, organization needs, etc.

Which stats do you guys consider when evaluation players?

What ratings do you focus on the most and how much attention do you put on the player's stars for potential and actual?

Do you guys follow the Al recommendations from the minor league report or do you guys want a player to spend a fixed amount of time at each level?

Love to hear your guys thoughts on developing players and what you have had success doing.

For me, and I can't say my logic is correct. I promote either when they have a green arrow next to their name or when he is pitching/batting to well for that level. A OF batting .300 10 HR 50 RBI at AA while no one at AAA is hitting ,250 5 HR 25 RBI it's time to promote.

I typically go by talent level. Often checking a player's predicted OPS in the editor (since I play in commish mode), and promoting them if they seem significantly better than the league they're in.

My ignoring of their stats for the most part may or may not be a mistake. Some of my prospects haven't developed as well as they should have.

Though whose to say they would've developed any different if I left them at lower levels? I know one top prospect of mine in particular started to drop in potential drastically while still at A ball, and I put him at AA to see if that would help. It didn't, even though he finally started to hit well while in AA.
