Sorry, probably a dumb question, but how do you stop the astros from switching leagues in 2013 in your game?

I wasn't aware that they did. You may have something enabled that you should turn off.

Disable automatic league evolution, in paticular, automatic franchise relocation. The Astros will stay in the NL Central.
