Minor/Major League Rating Difference

Hello, sorry if this has been asked before, I couldn't find the question though.

Why is it that my player in AAA will be 34 Rating / 68 Potential and then when I bring him up to the Majors, he'll have a 20 Rat / 68 Pot?
(This happens with other players and different ratings, but just pointing out one guy specifically)

By default, ratings compare the player to other players at his position within his current league. Therefore, ratings could theoretically change as a player moves up from minor to major league. This section from the online manual explains:
