Isn't there a "force international player to sign minor league contract button"?

My scout just found this amazing international player problem is he wanted a major league contract. Isn't there a button that forces international players to sign minor league contracts? Or what can I do to prevent this from happening?

Go into Commissioner mode, put him on your team and give him the contract you want him to have.

Yeah, right now amazing international finds will do that in 13 but wouldn't in 12. I think Markus is fixing/tweaking that for the next patch.
