How Do I..?

How do I set up a high school league that:

A. Isn't a feeder league?
B. Has teams with players from the area (or at least the state) where the team is located?
C. Still provides players that can be automatically entered into the draft pool?

Also, is there a way for some of those players to fill out the ranks of a college league too?

Thanks for any information/assistance anyone can provide.

A and C are incompatible with each other.
