Updating Uniforms/Logos/Ballcaps for Online League

I am having a problem getting the GM's in my league to have the most recent set of uniforms/ballcaps/etc. We made some uniform updates on a few teams and everything shows up fine on the commissioner's master file, but teams aren't getting the updated images even when I select "upload new and changed images" during the league file upload process.

Any thoughts/input/advice would be appreciated.

Our league has each manager download the files from the commissioners site and load them into the saved games directory.

e.g. \My Documents\Out of the Park Developments\OOTP Baseball 13\saved_games folder

or have them do this
If you already got a game started and want to change the logos, go in your saved_games folder\your saved game\news\html\images\team_logos folder and delete everything and send it to recycle so you can restore it if something goes amiss. Now quit and restart the game and it will generate all the logos for you and place them there. Do the same for League Logos they're in league_logo folder. This structure is new in 13.
