DYnamically expanding option

how come, this option dosent appear in a leauge in 2006, but it does in the year 2018?

I don't think the option is available for historical leagues. However, if you have a fictional league that takes place in the past, it will work. Just not for historical MLB leagues.

Dynamic evolution is not an option for a historical league.
Any league before 2011 won't have that option but once you hit 2013 then you will be able to use it.

I've asked for it for historical leagues to but hasn't been added yet
