How many pitchers can you leave in Rookie League?

My new game starts with me having about 2 dozen pitchers in my rookie league. None of them are ready for Short A, so my question is if I keep them all, will they be able to progress? If not, how many pitchers do you recommend for Rookie League teams?

I usually keep 20 but I think you will find that only 15 or so get very many innings. The best 12 will get plenty of innings to progress and the rest don't matter anyway.
