% of foreign players

I created a new league based in the United States and set the percentage of foreigners to 0.

Why am I still seeing players from other countries in my league? I've simmed over 30 years so far. Is there something I'm missing?

They're probably from international scouting. You need to disable find and maintain hidden players.

In the past at least, foreign percentage has been hard-coded for the United States.

Go to League setup/rules menu and make sure 'foreign players lim1t' is set to 0.
