FTP Upload problem

I'm trying to setup a new league, I have a decent amount of experience as a server/web admin but I've run into the same problem now with 2 different FTP servers. I'm running an Apache server with MySQL and PHP (yes, the ubiquitous AMP) on a Windows 7 64 bit box. I also run OotP on the same machine. Whenever I try uploading using the commissioner portal, OotP saves the database, creates the files, compresses the files, but when it goes to up load it connects to the FTP server, gets a valid directory structure, and then immediately disconnects after confirming PASV mode. Both FTP servers I've tried have shown it's a client-side disconnect. I can post logs/screenshots if needed, just tell me what you'd like to see.

Alternatively, is there a better way of doing things since I'm running OotP and AMP on the same box?

Ok, the FTP problem appears to be fixed, I uninstalled and re-installed the FTP server. Now I'm getting the following error when the .php file runs:

Fatal error: Call to undefined function mysql_connect() in C:\apache64\htdocs\league\lgreports\unpackreports. php on line 64
It looks like there is no handler for the "tar" command on my Apache server ... did I miss something on install? It's Windows 64 bit, so I'm guessing I might have to install something or modify something in httpd.conf, anyone know offhand?
