Roster Limits by Nationality - Or, how to get teams to sign local players?

Has anyone had success getting teams that are in different countries but part of the same league to sign local players more frequently?

I'm trying to run a league that uses Japanese, Korean, USA, Mexican and Caribbean clubs, but I would like to see teams go after players from their own country much more heavily.

My first thought is to use the "roster limits by nationality" setting, but I've noticed in the past that A.I. managers don't plan around this. They sign whoever they want, and then they'll just stick players in Triple-A if they don't fit within the limit, even if they are awesome. Has anyone else experienced this?

My second idea was to edit a certain number of draftees. For example, all 2nd, 4th, and 6th round picks would be converted into someone from the country of the team that drafted them. However, with 56 total teams in the league, that got to be more work than the league was worth.

Any other thoughts?
