I don't think coaching has a huge effect, but that's based on personal experience not data crunching. It might be that your scout is over-rating your pitching staff, and that's why they aren't performing up to expectations.

Manager affects fielding, hitting, pitching. Bench coach affects fielding. Batting coach affects hitting. Pitching coach affects pitching.
I think "rookie" applies to players up to age 25. Can't remember when "veteran" starts to kick in - maybe 6 years in the league or maybe age 30. But I think teach "rookie", "players" and "veterans" applies to all the coaches, not just managers.
