Can't move players from reserve roster to active

I am GMing a team in a College feeder league. The teams active roster size is 32 players, with additional players on the team's "Reserve Roster" I can move players from the active roster to the reserve roster using the action -> Transactions button from the player page, but I am unable to move them back. Is this intentional?

I may be totally off the reservation on this one but it may be intentional. I don't think the intention of the Feeder Leagues is that your supposed to control a team. There may be inherent problems with this as they are created differently than other types of leagues.
