Creating a Multiplayer Game

I've gone through the steps of creating a multiplayer game between myself and a friend of mine, but we have a seemingly unique problem. When he loads the league files, he loads as the commissioner by default and has to switch to be his GM. He doesn't get prompted for the Commish password when he loads. This isn't a concern when I'm playing with people I trust, but could be a concern down the line. I'll post a list of the steps I perform to create the league; can someone tell me if I'm missing something important?

1) Create a new league from the main menu just like in single player
2) Assign myself as a commissioner and GM of a team, set personal password
3) Once game is created, go into game setup and turn on the online game functions
4) Set a commish password
5) Setup FTP settings but do not upload anything yet
6) Go into "Add Human General Manager" and add friend as GM of another team with a unique personal password.
7) Upload League files.

When he downloads the league files, he loads the game and is functioning as me, the GM of my team and commish. He is not prompted for a password. This happens every time he downloads the league files.
