promoting/demoting Help and opinions

Ok, I need help/opinions/the experts, ect on promoting players and demoting. Ok:
1) Player A has 2 years exp in Single A Ball and improved each of last 2 years in all categories (ERA, WHIP,K). He has STU 5 MOV 6 CON 6, that is also his potential (which it appears it has been reached). However, minor lg report says "probably overmatched at A."
So, should I promote him because he appears to have nothing left to provein (A)?
Is there a chance his overall ratings could improve?
Do u guys put more value in ratings or stats or balance both?
Just looking for a few clues, any feedback would be great.
