Question Scouting/Ratings questions

Hey Guys - got a few questions. I appreciate any help.

I'm a couple weeks into the game - mostly been screwing around with a Red Sox sim starting Jan. 1, 1987. I also just got into an online league, which I suppose is motivating me to figure some of this stuff out.

What exactly are the effects of scouting? The league I'm in has it turned off, so I have no scouting director - all scouting is done by the OSA. Are those ratings exactly correct then?

I'm also wondering about the "Player Development Report". I just checked my team's (after one week of sims) report, and the whole team has changed. Players have gone from 5-star studs to 2.5 star wannabes, and vice versa. A-Gon is a fringe major leaguer now, and Sam Fuld will probably win the NL MVP. My minors are all crazy too - 1-star guys I didn't pay any attention to before have 4-star potential now, and guys I was shortlisting have dropped down to scrub status. If I click on any of these players, their ratings (current or potential) don't reflect any of the changes implied in the player development report - but if the ratings on that report are true, or will be true, I'll start making personnel decisions based on those numbers.

I wish I could "print screen" on this mac. Someday maybe. I'm basically wondering how scouting impacts player development (more correctly - how scouting impacts what I see re: player dev.), and what ratings screen to believe. I appreciate any help, have a good one.

In leagues with scouting turned off, the OSA ratings are the 'true' ratings. That's the short and simple version.

The player development report confuses me, too. According to mine, every one of my hitters (at three levels) has improved or remained the same, while my pitchers are split almost evenly between up, down, sideways and no movement. That seems unlikely.
