Adding Manager as a Commish

I am having a problem with my copy of the file in one of my leagues. Another GM there i had sign in as me and run the sim through his comp and everything worked fine.

How do I add commish to his title in game so he has access to the commish portal?

Open the game and login as him. Then go into his Manager home. There you should see a Manager Options tab there. Click that tab. Then check the box "Play Mode", Commissioner Mode. You may have to put in your commissioner password to finish the deal.
