i have been playing ootp since 6 and this is my first time playing historic league. i have a question hoping someone can help me out.

if i start a mlb league, say from 1985, and play all the way to 2010, will the drafted rookies that haven't make it to the big leagues get imported?

for example, ike davis from the mets, never played a game in mlb till mid april 2010. will he get imported?

Not in the standard DB. Rookies import the year they debut in the majors. Therefore, if you draft make sure your draft is November to March so the rookies will be there at the beginning of the season.

If you download and install Gambo/Spritze DB or one of Spritze's DB you can draft or sign some guys while they are in the minors. Spritze has a DB where they become available when they graduate highschool. Spritze has collected minor league stats and use minor league equivalences to generate ratings for these guys when they are imported.
