Where Are Historical Strategy Settings Stored?

Where are the historical league strategy settings stored for annual import into OOTP? I can't seem to find a file for this unless OOTP uses numbers from the era_stats.txt file in the database folder to determine the settings. In that case, I probably can't edit this file for my desired results because it would also influence other things in the game.

Ideally, I would like to modify the file that drives the rotation setting because it is almost never historically accurate. Five-man rotations have effectively been in place since the early 20th century, although 5th starters often bypassed starts for important games when the 1st or 2nd starters would go on limited rest. I'd like to correct this so I don't have to manually change the rotation setting before each season. I forgot to do this a couple of times in a recent saved game, and it ruined my league results.
