created players - development issues

I have, in the two leagues I have run, had created players that we include.

In the first league I ran, using earlier versions of OOTP the players developed as would generally be expected over time.

In my current league, all hitters that were created with very low ratings but high potential are not progressing at all after multiple seasons. In fact, because there were fields to enter pitching ratings etc. on (put extremely low ratings and potential on as these players were hitters) they have some movement in ratings (development) on these pitcher ratings while none on their hitter ratings.

A couple of owners created pitchers and they seem to have progressed properly or as expected.

Has anybody seen issues with OOTP9 and created hitters not developing on a normal or expected path? We have seen zero ratings change in over 2 years on players that started as 18 yr olds.

One theory I have is that because the ratings and potential started so far apart the game interpreted the potential as a false positive and is operating as if it was bogus...just a theory.

Any help would be appreciated.

follow up : I used the "very young and raw" option after selecting the position the player(s) were playing in the creation process.

not sure if I should have chosen "young and slightly established"
