Minors off of DL

IRL if a player has options remaining he can be activated and optioned to the minors without affecting the 25 man roster. Right now to work around this another player has to be moved down and then back up affecting morale and possibly burning option years.

Also, it would be nice to be able to move players from the 15 day DL to the 60 day DL at any time as is also done IRL.
