BZ 3350: Pitch Out -> Passed Balls

I've been playing in the 1880's with the appropriate modifiers. That means that there are a heck of a lot of passed balls in a game. I'm fine with that. However, when I'm playing out games, there are many times when I do a pitch out during the play by play and it ends up being a passed ball. Yes, this can happen in real life obviously, but probably not as much as I've been seeing it.

The final straw that finally made me want to log this as an issue is that I lost a game because of it - and the play-by-play text said the pitch was in the dirt (as well as the ball-placement graphic) when I was doing a pitch out! (There was a guy on third and a very speedy guy on first with the score tied).

So, I think a little tweak would be nice to decouple pitch outs and passed balls so that passed balls only occur on a bad pitch out pitch (i.e. the pitcher flings the ball out of reach of the catcher etc.) - and not use the usual passed ball logic for normal pitches.
