can't launch game

i downloaded ootp 10 today and installed it, but when i went to start the game it doesn't open, or ask for the lisence. i've tried opening under administrator but then it says can't run without lisence.
I'm using a PC with vista. if you have any ideas, please let me know

Does it pop up a screen asking for you to enter a license number when you run as administrator or just a message saying "You need a license"?
