International Scouting & Rule 4 Draft

To me there is one major difference between professional baseball and OOTP that is yet to be addressed. The International signing period.

There should be a period where teams can bid against one another for international free agents just like in the real MLB. (July 2- August something) As a part of this I would suggest that OOTP gets a format much like the Billy Beane front office manager where the GM decides how much he would like to spend in various countries and areas across the world on scouting. As a part of this he would also set expenditures for sectors of the US as a part of the draft preparation.

In places you have a higher budget you will be more likely to sign the top prospects from that international region, and you would have a greater accuracy on your scouting reports.

Another add on I would suggest is that you have to sign your draft picks to minor league deals and signing bonuses as a part of the draft process. You can set a draft budget and an international signing budget. But also at any time you are able to transfer available funds from one or another, or to the big league payroll budget depending on the direction your organization is taking.

OOTP is a fantastic game already and I realize the change I am suggesting would require massive amounts of work and time. But in my opinion it is the next step to making OOTP as realistic as possible.

I have no doubt that it would make the game more real, but I am not always sure that real=fun. This is a game after all, the more number crunching and micromanaging we have to do, the more tedious it is, IMO.

If you really want this feature though, keep proposing it over the next year, and maybe you will get Markus' attention enough to put it in as an optional feature.

Couple thoughts on this:
1. The addition of an international signing budget would be a bit too much for me. A salary budget is a salary budget, whether its used for draft picks, FA's, or international signings. Personally it would be come a bit tedious to have to manage so many different "budgets".
2. I DO however would love to see the addition of an International Signing period...or start date at least. This would for me take care of the oddity of teams signing an international player to a 1 year contract after the MLB season is over, only to lose said player 2 or 3 weeks later to Free Agency. I know salaries are pro-rated but just looks weird. If I were able to set a signing period, I would be able to set it to be Nov 1 or Dec 1 or something...far after Free Agents from the MLB have declared before international leagues start. Ideally, the international signing period would be after the MLB season, but before international teams can sign free agents.
