How Would You Develop This Guy?

Just looking for some quick feedback on developing a 5.0 Star Prospect pitcher whose been passed around quite a bit. (For what its worth, I acquired him and kept him at AA this season. I plan to have him start next season at AA, and go to AAA after April. He may get a September call-up, but he'll start the following season in AAA as well.)

If you're ready to put him on your 25-man roster, use him in long relief unless you really need a starter. With that great velocity and at his age he deserves a shot at big leagues. He might also serve as good depth at AAA.

A 25 year-old shouldn't be lower than AAA unless you simply need a soft-tossing mop-up man at AA. At 25, the window for him to contribute is rapidly closing. It looks like the computer GMs bounced this guy up and down a lot, which I've found stymies players' development.
