BZ 1303: Personnel declines offer, then signs
This actually happened to me in v9 as well: I offer a scout (or any personnel) and I get two messages back - one saying that was a fine offer and he prefers it and another saying he received a better one. I increase my salary offer and the same thing happens. So I sign someone else and a few days later I get a message saying that they accepted the offer (but still remains unemployed).

Are you allowing your signing and resinging to be done by the ai? It's a setting in manager options that may cause this. Otherwise, sounds like a bug. One that I thought we had squashed.

This was BZ 1303, and definitely was an issue that was resolved in OOTP 9. I have reopened this and asked Markus to take a look again. Thanks for your patience!

Unfortunately, it seems like this is currently working as intended. This can occur when the manager responds to more than one offer in a day. I'm not sure what's going on, though, if you're claiming the person remains unemployed after saying that he signed elsewhere. Can you provide any further information or an example of this?
