How to create league with 40 man teams?

I want to create a simple version of MLB where each team has 40 players, with 25 being active at any one time. No minor leagues. I know I can just delete all the minor leagues, but how do I get all the 40 best players on the major league teams first? I don't want to have to manually do it for all 30 teams. Thanks

You can have a draft at the beginning.
Release all players first, then delete your leagues.

But I want to keep the major league rosters intact, plus the 15 best reserve players.

I think you're SOL on this one unless you do it manually.
