Do not know how to get installations from Add-On central to work

I have installed an all-in-one pack and a black skin, but I do not know how to load them into the game.

There are two steps on that screen: first you download, then you install. Have you done those two steps?

If so, then they are already loaded into the game, and nothing else needs to be done.

Which all-in-one did you load? There are two versions. One affects the currently loaded league, and the other only affects all leagues you create going forward.

Yes I downloaded and installed the add-on for the current league but neither the team logos nor the player pictures loaded.

I suspect you may need to quit/reload the game. Can you please confirm if you have done that?
