Problem when using "load online league file"

What would cause league files to hang at different %'s, then I get the "error, can not download league file" message? It's happening in more than one league I'm in.

Most likely, a spotty internet connection. Alternatively, maybe a firewall or a RAM issue.

I'm running 4gb of ram with Vista, my internet connection is excellent. How can I tell if I have a firewall. The only one I could find on the computer was Windows Firewall, and I clicked to allow OOTP. It happens for some leagues and not with others.

As in, you sometimes get the error for particular leagues or you always get the error for particular leagues? If always, make sure that you're using the same version as your commish and redownload a copy of the league files.
