Template setting altered upon new game

I created a template that includes a rule for a fixed media contract for every team. When I start the game, it always changes this to "no, based on market size" and alters the amount I originally set.

Yes, it's the latest patch. 9.2.11

I can not replicate this problem in 9.2.13. Could you try patching to the latest version and trying again?
