Getting a new PC, will I have to repurchase my license?
Or is there anyway to transfer the license?

No need to repurchase another game. What you need to do is unlicense your game from either the control panel or via the start menu out of the park developments\ootp baseball 9\tools\unlicense OOTP9.

I have just recently had to install OOTP to my new laptop. Make sure that you unlicense the game from you old machine before uninstalling from it.
