re-assigning minor league managers

I'm playing as the GM of the New York Mets, I'd like to assign the current manager of the Savannah Sand Gnats to be Manager of the New Orleans Zephyrs, but when i click "assign" my only options are positions in New York and Savannah, shouldn't i be able to promote him to another post within the organization?
