Are hot/cold streaks random

Are hot/cold streaks completely random are can they be triggered by something such as a player whose moral is extremely high?

This is a really good question. Unfortunately, I can only bump it up so somebody in the know will see and answer. Sometimes, however, only the game designer can say for sure.
