Expansion Draft Problem

I'm building a history for my fictional league. In 1958 the Southern Baseball Association folded and the UPB absorbed the top two teams - Atlanta and New Orleans. Since these were (in my mind) already established teams I simply used the expansion wizard then filled the teams with fictional players. In 1961 the UPB expanded by two more teams, this time creating teams from scratch in Hartford and Oakland. Since these were brand new teams I scheduled an expansion draft. When the draft began I was surprised to see Atlanta and New Orleans included in the draft as well despite having played three seasons.

Since there will be multiple future expansions for the league is this a problem I could have avoided or is it a programming issue?
